Ralph L Lary III - Managing Partner/ Founder

Ralph is a founder and managing member of ATR, and has been involved in the staffing industry since 1987. He graduated from the University of Maryland in 1981 with a BS in Aerospace Engineering, and received his MBA from Maryland in 1986. He was a four-year Varsity Football letterman while an undergrad, playing Safety for the Terps. Ralph lives in Potomac, MD with his wife Nancy, and their two sons, Leon and Roswell, attend the Naval Academy in Annapolis, Md.

Charles F. Phillips - Managing Partner/ Founder

Charles is a founder and managing member of ATR. With over twenty years experience; Charles is responsible for the executive management of investment and management services while focusing on strategic management planning to achieve aggressive growth goals. Charles is ATR's Facility Security Officer and has his B.S. in Government and Politics from the University of Maryland.

Michael R. McKenna - Project Manager/Member

Mike joined ATR in October of 2004, bringing more than 20 years of IT implementation, public accounting, proposal development and project management experience. Mike's focus is on identifying opportunities and collaborating with ATR's strategic partners on public sector Request for Proposals. Mike received a B.A, in Psychology from Wheeling Jesuit College and is a Certified Project Manager, PMP.
